There is a crisis of leadership in the Middle East

The Middle East is experiencing a leadership crisis, with stalled reconstruction plans for Gaza and rising tensions between Israel and Palestine. The situation has been further complicated by global interventions and differing regional responses.

Trump’s Controversial Proposal: Last month, former US President Donald Trump, alongside Israeli Prime Minister Benjamin Netanyahu, proposed relocating Palestinians from Gaza to make way for a “riviera” project under US control. This was widely criticized and rejected by Palestinians and Arab states.

B. Netanyahu’s Position: Netanyahu saw the proposal as a step toward a post-Hamas phase, strengthening his right-wing support. However, Israel remains firm on not withdrawing from Gaza without the return of hostages, especially with concerns about potential backlash after Ramadan.

C. US Intervention and Direct Talks with Hamas: US Secretary of State Marco Rubio clarified that the US sought to encourage reconstruction but had no plans to deploy troops in Gaza. In a significant move, the White House engaged directly with Hamas, bypassing Israel.

D. Arab States’ Rejection: Egypt and Jordan rejected Trump’s proposal, insisting Palestinians must not be forcibly relocated. Jordan’s King faced criticism for offering medical aid to 2,000 Palestinian children, while Saudi Crown Prince Mohammed bin Salman hosted Arab leaders to reinforce regional unity.

E. Hamas-Israel Truce Under Strain: Egyptian and Qatari mediators observed that Hamas was frustrated over Israel delaying prisoner releases and blocking international aid, while Israel remained unwilling to withdraw from Gaza, revealing deep distrust on both sides.

F. Gaza Reconstruction Plan: Egypt proposed a three-phase, $53 billion plan for Gaza’s reconstruction, focusing on de-mining, infrastructure rebuilding, and economic development by 2030. The plan was backed by Arab states, the Palestinian Authority, and Hamas.

G. Governance Shift in Gaza: The proposal called for Hamas to relinquish control to independent Palestinian technocrats. A World Bank-supervised trust fund would manage reconstruction funds, and the UN Security Council would oversee an international peacekeeping force.

H. US and Israel Reject Arab Plan: The US and Israel dismissed the Arab-backed reconstruction plan, with Washington insisting on Palestinian relocation and Israel rejecting reliance on the Palestinian Authority and UNRWA. Tensions escalated after Trump’s ultimatum on hostage release.

I. Longstanding Conflict and Regional Instability: The displacement of Palestinians has fueled resistance across the Arab world, risking regional destabilization. Israel seeks security while Palestinians fight for their homeland, making reconciliation difficult.

J. Need for Diplomatic Solutions: A lasting peace requires trust-building between Israel and Palestine, regional cooperation, and compromises. The Palestinian Authority must regain legitimacy, curb militant activities, and foster governance. Israel, too, must reconsider settlement expansion.

K. The Path Forward: As Trump attempts to break the cycle of conflict, a two-state solution remains the most viable path, aligning with the Oslo Accords and ensuring both Israel and Palestine coexist in peace and security.
